Special Emphasis Children

Special Emphasis children are:

  • Children determined to be at risk of abuse, neglect, or exploitation
  • Current clients of the Family Safety Program Office of the Department of Children and Families
  • At risk of welfare or dependancy
  • Children of participants in the welfare transition program
  • Children of migrant farm workers
  • Children of teenage parents
  • Children of working families (family income does not exceed 150% of federal poverty level)
  • 3 and 4 year old children not economically disadvantaged but who have disabilities
  • Economically disadvantaged children, children with disabilities, and children at risk for future school failure (0-4) who are served at home through home visitor programs and intensive parent education programs such as Florida First Start
